Carl V. Phillips PhD. is an epidemiologist, economist, and policy analyst, and less formally a philosopher, ethicist, and political scientist. He is currently a consulting and grant-based researcher, primarily working on tobacco harm reduction and related topics, though also providing consulting services for litigation support in the areas of forensic epidemiology and how to properly interpret evidence.
