Carl V. Phillips PhD. is an epidemiologist, economist, and policy analyst, and less formally a philosopher, ethicist, and political scientist.  He is currently a consulting and grant-based researcher, primarily working on tobacco harm reduction and related topics, though also providing consulting services for litigation support in the areas of forensic epidemiology and how to properly interpret evidence.  He is Scientific Director of Consumer Advocates for Smoke-Free Alternatives Association, and his writings on behalf of that organization can be found at antiTHRlies.com and casaa.com.
